Consumer Directed Services (CDS) Program – Missouri Medicaid

The Consumer Directed Services (CDS) program is available to Missouri Medicaid–eligible individuals with physical disabilities. This program empowers participants to take control of their care by allowing them to hire their own personal care attendant to assist with activities of daily living.

The CDS program is fully funded by Medicaid, meaning there is no cost to the client.

If you are eligible for the CDS program, you may choose your own personal care attendant. Your attendant may be a friend or family member (excluding a spouse). Personal care attendants must:

• Be at least 18 years old
   
• Pass a background check
   
• Have relevant experience
   

CDS services may include, but are not limited to:

• Meal preparation
   
• Companionship
   
• Housekeeping and laundry
   
• Transportation, shopping, and errands
   
• Dressing and grooming
   
• Bathing assistance
   
• Assistance with daily living activities
   
• Nurse visits
   
• Respite care

The In-Home Services (IHS) program is Medicaid-funded and serves individuals with higher levels of dependency, including clients with disabilities.

In-Home Services (IHS) include:

• Personal Care: Assistance with activities of daily living (ADLs).
   
• Homemaker Services: Support with general household tasks to help maintain a clean and orderly home.
   
• Chore Services: Short-term or intermittent tasks necessary to ensure a safe, sanitary, and functional living environment.
   
• Advanced Personal Care: Assistance with activities of daily living that require specialized devices or procedures related to altered body functions.
   
• Authorized Nurse Visits: Preventative or maintenance services provided by a Registered Nurse (RN) or Licensed Practical Nurse under RN supervision; must be authorized alongside another service.
   
• Respite Care: Temporary relief for the primary caregiver of a dependent adult.
